Ok,so my grandmother has a dog he's a beagle,dachshund mix and he's around 5 years old now but he keeps snotting we took him 2 a vet and he's taking meds. for it but it doesn't help.any suggestions?

Take him back to the Vet and tell them the meds are not working. No one can diagnose over the Internet.

Well there is nothing you could really do about it, but maybe its cause there is a lot of dust around your house. And if there is you should clean it up.
